Short-Term Technical Assistant (STTA) Job Responsibilities

Under the supervision of MSH state-based staff, the STTA will provide hands-on technical assistance and capacity-building to strengthen Local Government Health Authorities (LGHAs) to implement the redesigned community-based health worker program across key operational domains, including:

Strengthen governance and leadership structures and coordination mechanisms between LGHAs, Ward Development Committees (WDCs), and State Primary Health Care Development Agencies (SPHCDAs).
Support safeguarding and inclusion by institutionalizing Gender Equality and Social Inclusion (GESI) and PSEAH protocols in community health worker operations.
Assist with workforce planning and management, including gap analyses and mapping CHEW/community health worker deployments.
Establish training and capacity development approaches, including cascade-training plans and competency assessments aligned with updated NPHCDA curriculum.
Operationalize supportive supervision and performance management frameworks, including routine performance metrics and feedback loops.
Support financing and incentives: tracking local co-financing budgets, improving stipend/incentive disbursement mechanisms, and integrating community health line items into LGA health budgets.
Strengthen service delivery tools and logistics to reduce commodity stockouts and ensure standardized kits, job aids, and tools are available.
Improve data management and reporting, including protocols for data capture/verification and integration into NHMIS/DHIS2.
Strengthen community engagement with traditional leaders, WDCs, and civil society actors to drive demand, accountability, and local ownership.
Support digital health and technology rollout and routine use of mobile tools and digital platforms for community reporting and patient tracking.
Produce assignment deliverables, including:
- Inception and capacity assessment reports (Month 1)
- Standardized LGHA management toolkits (Months 2–5)
- Monthly TA activity & milestone reports (Monthly)
- Final capacity evaluation & handover report (Month 6)

Short-Term Technical Assistant (STTA) Job Requirements and Qualifications

Education

Advanced degree (Master’s preferred) in Public Health, Health Management, Health Policy, Development Studies, or related disciplines.

Experience

Minimum of 5–10 years of hands-on technical experience in health workforce development, human resources for health (HRH), or health systems strengthening at subnational levels in Nigeria.
Demonstrated experience working directly with LGHAs, SPHCDAs, and primary healthcare centers.
Specific expertise in designing or implementing community-based health worker frameworks, supportive supervision models, and last-mile commodity integration.

Core Technical Skills

Proven expertise in health governance, GESI/PSEAH integration, and community-led health structures (WDCs/LGHAs).
Strong technical background in routine health data systems (DHIS2), digital health tools, and health workforce planning.
Demonstrated facilitation, institutional coaching, and stakeholder coordination skills.
